SCIF Turnkey Services

The Technology Associates’ Security Services and Solutions Division provides “Turn-Key” SCIF security services and solutions for our government customers. This includes providing technical security consulting services in the development, design, construction and accreditation phases throughout the life-cycle process. Our team consists of senior Security and IT professionals some of which have 30 plus years extensive Sensitive Compartment Information (SCI) technical experience and past performance qualifications supporting the intelligence community. A sampling of customers include DIA, DOJ, FBI, U.S. Customs, DOD, JICPAC, NGA, STRATCOM, MDA, SWFPAC, NAVSEA, COMSUBDEVRON FIVE, NSWCCD Puget Sound, SEAFAC, and other intelligence agencies.

In addition the TAIC SS&S Division provides security consulting services pertaining to the process of SCIF De-Certification. This includes conducing in-depth survey and interfacing with the customer and the Cognizant Security Agency throughout the de-certification process.

Electronic Security Systems (ESS) Surveys and Assessments


The SS&S Division conducts in-depth Electronic Security Systems (ESS) surveys and assessments for various DoD and intelligence agencies and ensures the Intrusion Detection Systems, Access Control Systems and Closed Circuit Television Systems are within compliance and fully operational. We also design and provide IDS/ACS/CCTV systems installation oversight, ensuring compliance is maintained and that the installed ESS systems are fully functional and meet the Cognizant Security Agency (CSA) approval requirements.

Physical Security Surveys Requirements and Design


SS&S conducts in-depth physical security surveys and assessments pertaining to SCIF site selection process, AT/FP surveys, Tempest surveys, DHS Port Security surveys, SCI Compliance Reviews and Surveys, IDS/ACS/CCTV systems survey and provide appropriate security physical security countermeasures design, implementation and installation oversight services.

SCIF Design, Planning, Construction Over-sight and Accreditation Services


Provide highly skilled technical individuals who assist various DoD and the Intelligence Community with designing a Sensitive Compartmented Information Facility (SCIF), including assisting the customer with the planning stages to ensure that all current and future mission requirements are properly addressed and that the SCIF will accommodate current and future mission requirements. This also involves ensuring that the supporting infrastructure is properly identified and addressed within the SCIF drawings prior to being released for bids. Provide on-site security checks throughout the construction project and interface with the Cognizant Security Agency throughout the design phase, construction phases and accreditation phase. Ensuring compliance with the following directives – DCID 6-9, DCID 6-3, JAFAN 6-3, JAFAN 6-4, ICD 503, ICD 702, ICD 704, ICPB 705.2 (Draft) upon release from DNI, NISPOM, OPNAVINST 5530.14C, MIL Standard 1013/1A, OPNAVINST C5510.93F and other DoD and agency security directives.

TEMPEST Survey’s and Compliance Requirements


Conduct “TEMPEST” Surveys and Assessments associated with SCIF design and construction criteria compliance requirements. Advise the customer of any “TEMPEST” requirements that should be addresses and if any countermeasures are necessary to reduce any associated risks. This involves ensuring “TEMPEST” compliance standards are met and complete the Tempest Requirements Questionnaire (TRQ) and submit to the CSA and the Certified TEMPEST Technical Authority (CTTA) for review and approval.

Protected Distribution Systems (PDS) Design and Accreditation


Extensive expertise in assisting customers with the design and accreditation processes for the installation of Protected Distribution Systems (PDS) on large scale MILCON construction projects and secure facilities construction modifications. This includes submission of the PDS Approval Request Form and detailed drawings to the Cognizant Security Agency and to SPAWAR during the design and accreditation phases. This involves compliance with the Information Assurance Protected Distribution System (PDS) Publication 5239-22 directive and the Department of the Navy Information Security Program SECNAVINST M-5510.36 directive.

Information Assurance & Information Systems Design, Installation Over-site and Accreditation


Provide Information Assurance and Information Technology professional engineers in support of our customers in assisting with the design and implementation phases of DoD collateral and SCI Information Systems including LAN/WAN systems design and accreditation services. This involves compliance of DCID 6-3, JAFAN 6-3 and Department of the Navy Information Security Program SECNAVINST M-5510.36 directive as well as other customer Information Assurance and Information Systems security directives and Executive Orders and policy’s. This includes the submission of the DCID 6-3 System Security Plan for Protection Level 1, 2, 3 or 4 to the CSA for approval.

Standard Operating Procedures (SOP), Systems Security Plan (SSP)


Assist government agencies and DoD contractors in developing tailored Standard Operating Procedures (SOP’s) and Systems Security Plan’s (SSP’s) in support of DoD “collateral” and Special Access Programs (SAP’s) SCI programs.

Security Awareness and Education Training


Assist customers in the development of Security Awareness and Educational Training programs which provides “best” security practices to reduce the risk of possible inadvertent disclosure of classified information which could be vital to national security. An effective SA&E Program establishes a solid foundation by focusing on the fundamentals of trusted security practices and procedures, and then builds on that foundation with additional education and training activities which meet the particular needs of the organization.

Acceptance Criteria


Provide technical expertise in capturing the customer acceptance criteria pertaining to the integration of various Electronic Security Systems (ESS), and the requirements for integrating with various customer database systems interfacing with LAN/WAN NIPRNET, SIPRNET and JWICS connectivity compliance requirements.

Testing and Acceptance Plans


Provide our customer(s) with a POA&M schedule with detailed “Testing and Acceptance” plans in advance for customer review and approval to ensure all government requirements and criteria has been captured related to the integration of various ESS systems, Information Systems, Secure Communication Systems, One Clear Picture database system, and all supporting equipment/hardware that has been installed.

Test Reports


During the “Testing and Acceptance” phase, all preliminary and final technical testing reports are provided to the customer for their review and records.
